Why not come up with ways of making the tillage sector inherently viable by getting the other sectors that depend on it to actually support it?

I was in the gym the other day when I got chatting to a young fella on the bike beside me. The sweat was dripping off him but he reckoned he needed to get the most out of the session ahead of a big job that was going to nail him to a tractor seat for the next couple of days.
His dad is one of the agri-contractors in the area who now make a significant portion of their livelihood emptying the boats when they arrive in the ports laden with grain or fertiliser.
