Sinéad Ryan: With such a low turnout for polls, is it time we introduced mandatory voting?

Loath as I am to bring up the recent, resoundingly defeated referendums, one key talking point from the ill-fated ballots was turnout.

The proposed wording in both instances was confusing and ambiguous (a fact picked up by an electorate smarter than its political masters), which led to expectations of a low turnout.
